What is checked

The artifact hashes to its recorded SHA-256 (content is unaltered).
The ECDSA P-256 signature over that digest is valid for the tenant's public key (signed by their KMS key, non-repudiable).
The ledger record hash binds the previous hash, sequence, and content hash, so the artifact's place in the append-only chain is consistent.
